Feeling fobbed off

Called to request a home visit for a 73 year old who is very unwell in themselves, told they are extremely busy have only 1 doctor so either call 111 or 999, neither of these options do I feel are right as 111 will most likely make an appointment which the patient can't get too and requesting a ambulance for what seems to be a bad chest infection/ Flu seems a bit much the last time I requested a ambulance due to having appendicitis I had to make my own way to hospital.

When you manage to get through, I will get an appointment with them eventually. It's a hard job though because you have to go through a call centre.
Hard to get appointment over the phone

Go down and wait on the doorstep at 9am to get an appointment. You ring them at 9am and they say there's no more appointments and to ring back at 4pm. One time I called and I was really poorly and they said there were no appointments, so I went down to the surgery and they gave me one.
