Significant churn in management

My daughter is in supported living there and has been since it opened. There has been significant churn in management with the new manager not always being aware of current decisions on managing individual clients. As a parent, something that had been agreed and targets set seem to fall off the radar eg. weight management, practice and recording. Does Birmingham Social Service have any oversight on this to ensure continuity? Not all clients have alert and concerned relatives.
